Add withFullscreen and related machinery (#55)

- `fullscreenFlags` available for those who want an alternative
  to `withFullscreen` without reinventing too much.
- Raw.begin got `open` and `flags` arguments.
- Added Raw.setNextWindowFullscreen combo block.
